Fuzzy Blue Lights

Looking for crit on coloring/painting technique, mostly. And if there are any glaring mistakes I've missed (e.g. missing shadows, wrong light sources, missing parts of bodies, etc) please tell me. I may or may not fix that dog. I know it looks pretty cartoony, but honestly I just don't have the time to fix it. u.u;;; But tell me how to fix it anyway, I may just find some time one of these days. Plus I can use your critique in future works, which is always helpful.
